Ground water resources in many parts of the city are over exploited. The extent of replenishment of ground water is much less than what the city as a whole is withdrawing due to its rapid urbanization. There is need to preserve ground water resources and to take effective measures for its sustainable availability

Ministry of Housing and Urban Affairs, Government of India has issued guidelines for Urban Water under Jal Shakti Abhiyan. Thrust areas include Rainwater Harvesting (RWH). For Rain Water Harvesting, the guidelines include that ULBs should ensure that all government buildings (Central/State/ULB) must have RWH structures. The guidelines also include that ULBs should ensure that in future all building permissions granted must have RWH structures incorporated, as per building bye laws, and same. Therefore, in urban areas, ULBs have to play major role in ensuring implementation of Rain Water Harvesting systems. Roof top rain water harvesting has been made mandatory for plots size of 100 sqm. and above and Waste Water Recycling System for horticultural purposes, in buildings having a minimum discharge of 10000 Ltrs. and above per day as per notification issued by the Govt. of India.

A High level meeting was held regarding preparedness for Rain Water Harvesting & Urban Flooding during Monsoon 2026 on 20.04.2026 at 11 AM under the chairmanship of Hon’ble Minister (Water) wherein it was directed to all the departments to ensure the functionality of all the Rain Water Harvesting structures installed under their Jurisdiction before the onset of Monsoon 2026 in Delhi..

Hon’ble Chief Minister of GNCTD inaugurated the campaign “Catch the Rain- Where it Falls, when it falls” and launching ceremony of mascot-NEERA whose sole purpose is to increase awareness on Rain Water harvesting and Ground Water Recharge among the general public on 01.05.2026 at SV Co-ed School, Sector-13, R.K. Puram, New Delhi wherein it was decided that the Roof Top Rain Water Harvesting (1000 Nos. approx.) in government departments of GNCTD shall be made functional (in phased manner) along with construction of 500 Nos. new Roof Top Rain Water Harvesting Structures.

To promote its implementation Delhi Jal Board has made provisions in its tariff regulations for rebate and penalty in water bills for implementing and non-implementing Rain Water Harvesting Systems.

People are being sensitized for the judicious use of Potable water for the demand side management through public outreach program like print, electronic, visual, workshops, exhibitions, seminars, booklets, pamphlets etc.. There is a dedicated Rain Water Harvesting cell in DJB which is providing technical assistance to facilitate the public in implementation of Rain Water Harvesting system. A total of 12 Jal Shakti Kendras (JSKs) have been established in each revenue district. These Jal Shakti Kendras are manned by technical persons for the facilitation of the public at large regarding information on various initiatives taken by DJB for the implementation of rain water harvesting system and penal provision in case of non-implementation.

RWH through artificial ground water recharge structures is not recommended where post monsoon ground levels are shallower than 5m. Penalties as per the Delhi Water and Sewer (Tariff & Metering) Regulation, 2012 will not be levied on DJB consumers for non-provision of RWH System in such areas. However, in such areas Rain Water Storage for its use in non-potable purposes after required treatment may be carried out as a voluntary option.

An online portal on Rain Water Harvesting is under development where all the details of the Technical design for RWH, details of Jal Shakti Kendras, List of registered agencies will be available so that the general public can make maximum use of it and participate in achieving the goals of the campaign “Catch the Rain- Where it Falls, when it falls” in true sense.

2 The provision of implementation of RWH is made mandatory for plot size of 100 sqm and above as per notification dated 28.07.2001 issued by Ministry of Urban Development and Poverty Alleviation (Delhi Division) and as per Instructional order dated 17.09.2019, it will be mandatory for plots/properties having area of 100 sqm or more to have functional Rain Water Harvesting, even if the property is constructed prior to 28.07.2001. 3 This portal is meant for getting Roof Top Rain Water Harvesting Certificate for New Installation, Renewal in case they have got the one from DJB and in case of exemption, the same can also be applied on the portal.
